Harbourside Training
 
Volunteers are our Greatest Asset  A day session to enable participants to refresh or start their understanding of best practice in managing and retaining volunteers.

This story illustrates the importance of having good procedures
Volunteering England reports the case of a volunteer driver who was not properly insured by his organisation. A client fell after getting out of his car, and seriously injured herself. The organisation expected his motor insurance to cover it, which it did not. The volunteer paid his own costs to defend an action against him. He was found not to have been at fault - but would have to have paid compensation out of his own pocket if he had lost. http://www.volunteeringengland.blogspot.com/

Hampshire Good Neighbours Award
Hampshire County Council are inviting people to nominate "Good Neighbours"; nominations can be from individuals or from coordinators of voluntary groups ( but not if you nominated someone last year because it is very popular.  A very prestigious presentation will be held in the Great Hall in late April.  Closing date 2nd March  for details and form see http://www3.hants.gov.uk/good_neighbour_awards_(v2_cr)-2.doc 
 
New years Honours

New Requirement on Local Authorities "to provide POSITIVE support to young people"
The Government will provide £4.5 million in each of the financial years 2006-07 and 2007-08 for local authorities to develop and publicise local things to do and places to go. This is alongside the DfES' £115 million Youth Opportunity and Capital Funds, which provide money for youth-led activities, and to create or improve places for young people to go within their community.

Hampshire Carers Direct - New number
0845 600 4555 is the out of hours advice service for carers in Hampshire evenings and weekends to 11.30pm or there is an email address carershelp.ssdirect@hants.gov.uk  Small leaflets have been printed and are available from the Shopmobility, Carers and Disability Information centre in Osborn Road.
 
Alert from Police
Since end of August 2006 five incidents have been reported to the Police where offenders have falsely claimed to be from Social Services.  These
incidents have been in Alton; Andover; Southampton and Eastleigh.  The motive seems to be burglary.  Police are concerned that this may be a growing trend.  It is worth passing on.
 
But that upfront offence is not the only one - Legacies Fraud is on the increase, people who wish to leave a legacy but who are without family to assist them are being approached with offers not in their interests - by professional people.  The institute of Chartered accountants has struck off an accountant who took £141,000 from a client who had left funds to two charities. http://www.thirdsector.co.uk/charity_news/full_news.cfm?ID=21092
 
Hampshire Conference on Parenting

Hampshire Children's Fund
The Children's fund is in not quite a desperate state is it might have been - instead of a 15% cut it will be only 2% for next year.  Meanwhile there is a little underspend for Local Partnership groups to recommend how it is used.   http://www.childrensfund.hants.org.uk/

Family Learning - particularly interesting for Community Associations
An innovative three year project which is working directly with Voluntary and Community Sector organisations to support the development, design and delivery of innovative and responsive family learning opportunities for people living in disadvantaged areas. Reorganisation with Housing Corporation
Communities England will be formed by bringing together the functions of English Partnerships, the Housing Corporation and some of the work of Communities and Local Government, with the aim of a fully operational organisation as soon as possible.

People don't understand!
New research sheds a little light on "Motivations and Barriers to Citizen Governance"
‘Citizen Governance’ in itself is a term that was not clearly understood by the participants, nor was the concept fully understood. Participants described all roles in the community as volunteering, and saw little immediate distinction between ‘volunteering’ and ‘citizen governance’ roles.

Citizen Forums

Offender schemes to enable them to "Payback"
The Home Secretary visiting a "Community Payback" project in Nottingham to see offenders landscaping a garden for elderly residents, encouraged mayors across the country to nominate a project for offenders to regenerate in their area.  The project can be nominated by the mayor or be initiated through suggestions from the public, media or local community groups. The successful project would be announced at the mayoral installation in May. Community Payback-visible unpaid work by offenders-was launched in July 2005 in six pilot areas.

Debate over Volunteering Numbers
the Charity Commission is proposing that all charities with an income of over £500,000 must provide an estimate of the number of volunteers available to them.  Volunteer England argue that it is a pointless excercise.   CC says "We recognise that this information may not be readily available to all and will take careful account of feedback on this point". http://www.charitycommission.gov.uk/enhancingcharities/summar07.asp
